Exciting things are happening with open data in Latin America. This week, Mexico City is home to Abre Lat Am, a gathering as much for specialists as it is for lay people. We will be coming together to talk, plan and eat tacos all in the name of open data.
Launched in 2013 in Montevideo, Uruguay, Abre Lat Am aimed to foster a greater dialogue around the opening up of data in the region. And it seems to have done just that. Since last year´s event, organizers state that there has been an increase in collaboration between government agencies, techies and civil society organizations. And this is happening at a time when societies in Latin America appear to be embracing open data.

The civic hacking scene has been incredibly active over the past years with events being held with increasing regularity throughout the region. Take Desarrollando América Latina, DAL, an app challenge bringing together diverse sectors of society from entrepreneurs and programmers to designers and community organisers. This event has not only strengthened networks, but encouraged citizens to see technology as an aid to problems on issues such as health, the environment and security.
Journalists are also doing some interesting things with open data. Teams at newspapers La Nación in Argentina and La Nación in Costa Rica have put data journalism in Latin America on the map. And Hacks and Hackers Media Party, also in Argentina, has done a great job in cementing relationships between the journalist and hacker community.
Abre Lat Am will continue its tradition of fostering collaboration between countries, but this year it has a more specific agenda. Juan Manuel Casanueva, organizer of Abre Lat Am 2014 and founder of Social TIC, a non-government organization that assists civil society in tech capacity building, says in a blog post that there is a need to discuss open data for topics such as health, air quality and transport; issues that affect many countries in Latin America.
The event kicks off with Abre Lat Am, an unconference on open data and transparency on Tuesday 30 September. An unconference, , has no set agenda and no serious-looking tables with flowers. The attendees plan the itinerary on the day and there are informal chats, lots of post it notes and more importantly, time to get to know one another. Here, participants will be focusing on building collaboration, speaking about regional concerns in a local context and listening to new communities.
This is followed by Con Datos, the most important conference on open data in the region, which will be held Wednesday 02 October. Academics, government agencies, businesses and civil society will attend panels, discussions and workshops covering different aspects of open data.
And finally, there is Con Mapas, which brings together the community at Open Street Map, artists, government and the private sector to discuss how open mapping can bring improve cities, improve preparation for natural disasters as well as creating better transport routes and business opportunities.

Abre Lat Am: Apertura de datos y transparencia en Latinoamérica
Están sucediendo cosas emocionantes alrededor de la apertura de datos en Latinoamérica. Esta semana, en la Ciudad de Méxicoo tiene lugar Abre Lat Am, una reunión tanto como para especialistas como para los ciudadanos. Nos estamos reuniendo para hablar, planificar y comer tacos en nombre de la apertura de datos.
Cuando fue lanzado en Montevideo, Uruguay en 2013, Abre Lat Am tenía como objetivo fomentar el dialogo sobre la apertura de datos en la región, y al parecer ha hecho exactamente eso. Desde el evento del año pasado, los organizadores declaran que se ha observado un aumento de colaboración entre los organismos gubernamentales, técnicos y las organizaciones de la sociedad civil. Y esto coincide con un momento en que las sociedades en América Latina muestran una apertura en cuestión de datos abiertos.
La escena de la piratería cívica ha sido increíblemente activa en los últimos años, con eventos organizados regularmente en la región. Tomemos por ejemplo Desarrollando América Latina, DAL, un concurso de desarrollo de software que reunió diversos sectores de la sociedad: desde emprendedores, programadores y diseñadores hasta organizadores comunitarios. Este evento no sólo ha fortalecido las redes, sino que también se ha alentado a los ciudadanos al ver la tecnología como una ayuda para los problemas de salud, medio ambiente y seguridad.
Los periodistas también están haciendo cosas interesantes con datos abiertos. Los equipos de los diarios de La Nación en Argentina y La Nación en Costa Rica han ubicado America Latina en el mapa. Hacks and Hackers Media Party, también en Argentina, ha hecho un excelente trabajo cimentando las relaciones entre los periodistas y la comunidad hacker.
Abre Lat Am sigue con la tradición de promover la colaboración entre los países, pero este año hay un orden de día específico. Juan Manuel Casanueva, organizador de Abre Lat Am 2014 también es fundador de Social TIC, una organización no-gubernamental que ayuda a la sociedad civil a generar capacidad tecnológica. Casanueva dice en un blog post que existe una necesidad de discutir los datos abiertos en temas como salud, calidad de aire y transporte; temas que afectan a muchos países en Latinoamérica.
El evento arranca el martes 30 de septiembre con Abre Lat Am, una desconferencia sobre la apertura de datos y transparencia. Una desconferencia no tiene ni un orden de día fijo ni mesas sobrias con flores. Los asistentes establecen el orden de día con charlas informales, muchas notas Post-It, y sobre todo, tiempo para conocerse mejor. Aquí los participantes se centrarán en generar la colaboración, hablando sobre temas regionales con un contexto local y escuchando a nuevas comunidades.
Esto está seguido por Con Datos, la conferencia más importante de la región sobre la apertura de datos, que tendrá lugar, el miércoles 2 de octubre. Académicos, organismos gubernamentales, empresarios y miembros de la sociedad civil asistirán a mesas redondas, charlas y talleres sobre diversos aspectos de datos abiertos.
Por último, Con Mapas, reúne a la comunidad en Open Street Map, representantes de gobierno, el sector privado y artistas para hablar sobre cómo el mapeo abierto puede enriquecer el desarrollo de ciudades, mejorar la preparación ante los desastres naturales, crear mejores rutas de transporte y brindar oportunidades de negocio.
